Getting to Know ITE's
Northeastern District
Sections

O'Rourke has been a member of ITE
since the mid-1970s when he began as a
student member, and has been a Fellow
for more than 20 years. He has served in
a number of leadership positions in the
MET Section, and worked his way through
all board roles at the District level.
When asked what stands out to him
as the value of being an ITE member,
O'Rourke recalls the numerous times that
networking-formal or informal-help
someone land a new career opportunity.
He adds his two latest professional roles
were from ITE connections. "It's helped
me as well, both professionally in terms of
positioning, and also technically."
O'Rourke says he enjoys helping
people get plugged in to ITE at the local
level-especially at District and Section
meetings, as not everyone can make the
trip to the Annual Meeting. "It's a great
opportunity not only to meet District
leadership, but the International leadership very much does try to visit," he says.
"Someone from International almost
always makes their way to the meeting,
and it's a great way to get someone with
five years' experience to suddenly say, 'I
just met the Executive Director of ITE!'
Over the years, O'Rourke has personally drawn on help from ITE leaders at
every level, and says that's partly why he's
now giving back as a District Administrator. "Years ago, I had a question about Trip
Generation. Randy McCourt basically put
everything aside a week before what was
the latest version of the manual going to
print, and helped me out," he says. "You
get that kind of help, and you really do
want to pass it on. Somebody helped
me-so I if I get a phone call or if I get an
email, I want to do something." itej

Did You Know?
The Northeastern District began as the New York Section, and was one of the first Sections in
ITE. ITE had Sections first; Districts were not formed until after the 1970s. In 1945-1946, there were three
Sections of ITE: New York; Washington, DC; and Michigan, according to ITE historical documents. New
England was added as a Section in 1947.

Historical Perspective

ITE's original Charters and Bylaws were adopted in the Northeast. "At a meeting in New York
on January 20, 1931, Constitution and By-Laws were adopted, and the Institute of Traffic Engineers
became a reality."

ITE's official corporation is in the State of Connecticut.

Original ITE Board of Direction members were from Massachusetts, New York, and New
Jersey. "For the most part, during the first few years of its existence, the members of the Institute
of Traffic Engineers came chiefly from the northeastern section of the country. In fact, the five
members of the original Board of Direction were all from the northeast section."

ITE's First President Ernest P. Goodrich was from the New York, NY.

ITE was housed in what is now the Northeastern District for the first few decades.
