Paul G. Pfleuger, C.E.T., TOPS (M) is a
senior traffic analyst for Watts Architecture & Engineering in Buffalo, NY, USA. He has been at Watts for two
and a half decades. Paul earned an AAS in mechanical
drafting from Erie Community College. Paul started his
career as draftsperson for a small civil engineering firm
in Buffalo, EMS Consulting. While at the firm he starting working on
traffic impact studies and began attending local ITE activities in the
Buffalo area. Paul served on the ITE New York Upstate Section Executive Board from 2005 to 2007. He has continued on the Section Board
since becoming the Section Charter/Bylaws Committee chair in 2008.
Garreth Rempel, Ph.D., P.Eng. (M) is a
registered professional engineer with a Ph.D. in civil
engineering from the University of Manitoba. He is
co-founder and chief executive officer of TRAINFO and
an adjunct professor at the University of Manitoba.
Garreth co-founded MORR Transportation Consulting
in 2011 and has 15 years of experience in the public sector, private
industry, and academia. He currently serves on the Board of Directors
of the Transportation Association of Canada (TAC) and is the chair of
the TAC Connected and Automated Vehicle Task Force.
Mahmood Shehata, P.E. (M) is the manager
of the traffic engineering and ITS group in Pennsylvania,
USA for RK&K and is responsible for leading, mentoring,
and managing staff in RK&K's King of Prussia (Philadelphia, PA area) and Harrisburg, PA offices. Mahmood
serves as the program administrator for Pennsylvania's
Automated Work Zone Speed Enforcement program. Mahmood's experience also includes traffic engineering, ITS planning and design services,
and major corridor planning for state clients in the mid-Atlantic United
States. Prior to joining RK&K in 2010, Mahmood worked for both Parsons
Brinckerhoff (now WSP) and McCormick Taylor. Mahmood is currently
the second vice president for the Mid-Atlantic Section (MASITE) and was
previously the secretary, as well as an LAC co-chair for the 2019 Joint
Southern and Mid-Colonial District Annual Meeting. Mahmood is a 2001
graduate of Penn State University (WE ARE!).

Christopher Sobie, P.E. (M) currently works
as a project engineer for the Lee Engineering Albuquerque, NM, USA office and serves as president of the ITE
New Mexico Section and chair of the ITE Mountain District Student and Younger Member Committee. Chris
attended Northern Arizona University (NAU) where he
earned his bachelor's degree in civil engineering in 2015 and his master's
degree in civil engineering in 2016. While attending NAU, he was the
founder and first president of the NAU ITE Student Chapter. Chris began
his professional career with the Lee Engineering Albuquerque office and
was nominated to the New Mexico ITE Executive Board in 2016.

ITE Awards Legacy Program
Scholarships
The ITE Legacy Program was established in October 2016
to help advance ITE's mission of "shaping the future of the
profession and transportation" by supporting the growth
of its future leaders. Through the generous donations of
individuals and organizations, as well as a scholarship
endowed by Gorove-Slade, ITE has offered scholarships
to LeadershipITE scholars for the past three years. This year,
three scholars from the class of 2020 were named. These
generous gifts allow qualified ITE members in need of
financial support the opportunity to participate in this
valuable program.
ITE would like to recognize the following members of the
LeadershipITE 2020 class who are recipients of the Legacy
Program scholarships:
Fred Gorove Memorial Scholarship Recipient
Lisa M. Miller, MMC (M) is the traveler
information and outreach/growth manager at
the Utah Department of Transportation (UDOT).
Working out of the UDOT Traffic Management
Division, Lisa is responsible for all traveler
information resources including the UDOT Traffic
app, website, 511 phone line, and Citizen
Reporter Program. Lisa also acts as the public information officer
for the Traffic Management Division, and is responsible for
ensuring all traveler information disseminated from the Traffic
Management Division is accurate, as well as educating and
maintaining relationships internal to UDOT. In April 2018, Lisa
began her duties as the outreach and growth manager for UDOT's
new Transportation Technology group that focuses on connected
and autonomous vehicles and other technologies. Lisa was
previously with TranSmart Technologies, Inc. where she was an
on-site consultant program manager for the Wisconsin
Department of Transportation. Prior to TranSmart, Lisa worked for
URS Corporation for six years and was involved in
communications, traveler information, grant writing, traffic
management center operations, and media relations. Lisa is a
2015 graduate of the Operations Academy Senior Management
training program and a 2019 graduate of the Federal Emergency
Management Agency Advanced Public Involvement Officer
training program. She holds a bachelor of arts in communications
from the University of Wisconsin-Milwaukee and a master's
degree in journalism and mass communication from South
Dakota State University. Lisa is especially appreciative for the
financial support also given to her by ITE's Mountain District for
travel associated with the LeadershipITE program.
