LeadershipITE Legacy Fund Scholarship Recipients
Dr. Priyanka Alluri, Ph.D., P.E. (M) is faculty
in the Department of Civil and Environmental
Engineering (CEE) at Florida International University
(FIU). Within the broad area of transportation safety
and traffic operations, her research has primarily
focused on secondary crashes, transportation
systems management and operations and
connected vehicle technologies, safety of vulnerable road users,
wrong-way driving mitigation, and application of advanced safety
analysis tools. She serves as the Faculty Advisor for the FIU ITE Student
Chapter. She also serves as an executive board member for the ITE
Transportation Safety Council and Transportation Education Council.
Larry Picasso, P.E. (M) is a capital projects
engineer for Bexar County Public Works in San
Antonio, TX, USA. In this capacity, Larry oversees
project identification, scoping, engineering design,
and construction for traffic engineering and capital
improvements projects. Larry has more than seven
years of civil engineering experience, including five
years in the private sector with a focus on traffic and transportation
engineering design. Larry holds a bachelor's degree in civil engineering
from the University of Texas at San Antonio and currently serves as the
South Texas ITE Section (STITE) President. In the past five years, he has
served as STITE vice-president, secretary/treasurer, Younger Members
chair, and Golf Tournament chair/co-chair. In addition, Larry currently
serves as president of the Society of Hispanic Professional Engineers
San Antonio Chapter.

Marvin Souza, P.E. (M) is an administrative
project manager for the New York City Department of
Transportation. He specializes in traffic simulation
modeling and intelligent transportation systems.
Marvin manages the city's successful deployments of
transit signal priority, safety technologies for people
with disabilities, asset management systems, and Vision Zero initiatives. Marvin holds a B.S. and M.S. in civil engineering from New York
University's Tandon School of Engineering (formerly Polytechnic University) and is a registered professional engineer in New York, USA and
Connecticut, USA. Marvin has been actively involved with the Metropolitan (Met) Section, including its Local Arrangements Committee
and Strategic Initiatives Committee. He currently serves on the Met
Section Executive Board as secretary. Marvin is also a coach with the
Metro Athletic Dragons team promoting Asian culture through the
competitive sport of dragon boat racing worldwide.
Raymond Tam, E.I.T. (M) attended New York
University Tandon School of Engineering for his bachelor of science in civil engineering. He has worked at
Parsons Transportation Group and Greenman-Pedersen, Inc. He is currently part of the Local Arrangement
Committee for the ITE Met Section. He volunteers for
the local participatory budgeting committee within his council district
and advocates for transit and safer streets. He is an avid reader and
basketball fan. He plans to run the 2020 New York City Marathon and
is open to any tips or advice!
