ITE Announces the Release of the
Third Edition of the FHWA/FRA
Highway-Rail Crossing Handbook

ITE announces the recent release of the
Highway-Rail Crossing Handbook, Third
Edition. The Handbook covers all aspects of
highway-rail crossing planning and design
and provides guidance on use of traffic control devices for rail crossings of all types.
The Handbook was developed by ITE
under contract to the United States Department of Transportation (USDOT) Federal
Highway Administration (FHWA), and Federal
Railroad Administration (FRA) and included
the involvement of numerous subject matter
experts and crossing practitioners.
The Handbook provides practitioners of
all levels of knowledge and experience with
critical background information and "noteworthy practices" consistent with the 2009
Manual on Uniform Traffic Control Devices
for Streets and Highways (MUTCD) and more
recent guidance developed by recognized
subject matter experts.
The Handbook has been completely reorganized and updated. Out-of-date content
has been expunged and new information
including current practices post-2009
MUTCD is provided. The document includes
citations for more than one hundred
sources. The new Handbook is web-friendly,
with hotlinks to both internal content as
well as online resources.

Supplementary information is included
in five appendices:

Data, Hazard Indices, and
Diagnostic Assessment
D. Diagnostic Reporting Forms
E. Preemption Calculation Forms

New Content
The new Handbook provides an update to
and supersedes the Guidance on Traffic Control Devices at Highway-Rail Grade Crossings
originally developed in 2002 by the USDOT/
FHWA Highway/Rail Grade Crossing Technical Working Group.
Also included is a synopsis of the ITE
Recommended Practice on Preemption of
Traffic Signals Near Railroad Crossings that is
also currently under development.

Noteworthy Treatments
The new Handbook provides guidance on
a wide range of treatment options including:

Pedestrian Treatments -
Illustrative examples are provided
for a wide range of pedestrian
crossing treatments.
*
High-Speed Rail Crossings -
Current FRA recommendations for
treatment of crossings where train
speeds exceed 90 miles per hour is
presented.
*
Light Rail Transit (LRT) - The
Handbook addresses LRT-specific
safety concerns and provides
illustrative examples of treatments
for LRT crossings.
