FROM THE PRESIDENT'S DESK

NAFCU's 50 Years of Leadership
By B. Dan Berger, NAFCU President and CEO

I

n celebration of NAFCU's 50th anniversary, we've been looking back at
the times NAFCU has been a leader
for the industry. Whether by pushing
back on tax proposals, protecting credit
union share insurance or fighting regulators' efforts to treat Main Street credit
unions the same as Wall Street banks,
NAFCU has shown again and again that
it is ready to lead so credit unions have
the tools, authorities and flexibility they
need to serve their members and thrive.

This focus on leading for the industry
dates back to NAFCU's beginning 50
years ago. It was this organization's
leaders who won establishment of an
independent federal regulatory and share
insurance structure for credit unions. In
the years since, NAFCU has worked to
ensure credit unions permanent share
draft authority and expanded mortgage
powers; the ability to serve varied fields
of membership; preservation of their

federal corporate income tax exemption;
parity with banks on the matter of federal share and deposit insurance levels;
and continued authority to provide loans
to member small businesses.
NAFCU was the leading voice against a
1991 Treasury Department proposal for
a write-down of credit unions' 1 percent
deposit in the National Credit Union Share
Insurance Fund. Included in legislation,
the proposal was dropped in markup.
When the U.S. Supreme Court ruled
that the Federal Credit Union Act did
not allow credit unions to serve multiple-common-bond memberships,
NAFCU joined with industry stakeholders in pursuit of legislation preserving
multiple-group charters. The campaign
succeeded: Within six months of that
ruling, and after more than 6,000 credit
union leaders and friends rallied in Washington to make their case, President Bill
Clinton signed H.R. 1151, the 1998 Credit
Union Membership Access Act.
NAFCU, during the drafting of the DoddFrank Act, stood as the only financial
services trade association to oppose
subjecting credit unions to regulation
by the CFPB. Since its implementation,

''

the regulatory burden of the CFPB has
contributed to a 20 percent decline in
the number of credit unions. NAFCU's
position remains firm; credit unions must
be removed from the CFPB's purview.
We are also working daily to press the
CFPB to use its authority under the law to
exempt credit unions from its regulations.
Credit unions have offered direction,
care and help to their members for
more than 100 years. Now, that direction and leadership is needed more than
ever. NAFCU's mission to advocate
for credit unions' needs and concerns
in Washington has never been more
important. Your members need you,
and we will continue to fight to ensure
that government red tape is not keeping
you from serving them.
NAFCU is privileged to have served and
led for the credit union industry these
past 50 years, and we look forward to
serving you during the next 50 years
and beyond - leading, as always, in
the interests of a strong, vibrant credit
union industry.
