Credit Unions and the Secondary
Mortgage Market
Homeownership has long been a
wealth-building strategy for many
Americans, yet many are now finding it
more difficult to join the home-owning
ranks. Younger homebuyers are delaying
purchases of first homes due to financial
struggles. While credit unions continue
to support members in extending mortgage loans, ease of access to the secondary mortgage market is crucial to helping
members achieve homeownership.
According to an Economic & CU Monitor
survey this spring, a significant number
of credit unions continue to participate
in the secondary market through government-sponsored enterprises (GSEs).
As Congress debates GSE reform, credit
unions are concerned about the loss of
the secondary market. The majority (68.8
percent) of respondents are opposed to
eliminating the GSEs and fully privatizing
housing finance without a government
guarantee (see chart). A large majority
(62.5 percent) favor preservation of an
12

explicit government guarantee, saying
that the housing market benefits from a
government guarantee, particularly to
protect the 30-year mortgage. In general,

credit unions emphasized the need for an
assurance of continued access to a reliable
secondary market in order to serve the
needs of their members.
