Open Letter to the New President
TO THE 45TH PRESIDENT OF THE UNITED STATES:

O

n behalf of the Medical Imaging & Technology
Alliance (MITA), the collective voice of the
medical imaging technology industry, I offer
congratulations on your election.
Arguably, medical imaging is a premier development
of the last millennium. The American medical imaging
industry, a leader in this breakthrough, represents a
true economic success story of providing jobs, creating
a growing trade surplus, and developing the technology
essential to advancing patient care. For all of that,
however, a cloud has hung over the industry since 2010:
a 2.3 percent excise tax on the sale of medical devices.
Late in 2015, the Congress and the president agreed to
suspend collection of this tax for 2016 and 2017.
More than 70 percent of our members responded to a
recent survey saying that suspension of the device tax
is extremely/somewhat likely to result in hiring more
employees at their companies; almost 80 percent that
the suspension of the device tax definitely/probably
will result in their companies investing more in
research and development; close to 80 percent that the
device tax suspension definitely/probably will result
in expanding the number or scope of investigative
clinical activities; and more than 70 percent that the
suspension definitely/probably will result in investing
in their manufacturing processes to lower the costs of

and product developers.
MITA represents companies whose sales make
up more than 90 percent of the global market for
advanced medical imaging technology. These
technologies include magnetic resonance imaging,
medical x-ray, computed tomography, ultrasound,
nuclear imaging, radiopharmaceuticals, and
imaging information systems. MITA also collects
and analyzes statistical data to help manufacturers
increase the competitiveness of their products.
Advancements in medical imaging are
transforming healthcare through earlier disease
detection, less invasive procedures, and more

their technologies or products. These are tremendous
benefits for patients and our country.
Taxes can stifle investment in many ways, such as
in slowing research and development. They can
slow job creation and lead to job loss. In the case of
medical imaging, it is not sound policy to impede the
research that underpins our ability to gain a better
understanding, and therefore achieve earlier detection
and treatment, of diseases afflicting Americans.
Congress and the administration will undoubtedly
engage on healthcare early in your term. We welcome
and encourage this opportunity for the legislative and
executive branches to find consensus. But the repeal of
the medical device tax should not be held hostage by
the larger healthcare discussion; it creates uncertainty
for businesses that develop life-enhancing tools.
We are counting on your leadership and statesmanship,
and offer ourselves as allies to help you achieve the
full repeal of this tax early in 2017. We wish you every
