Inversely, those unable to confirm high-level
degrees and training-a scenario experienced by
refugees from destabilized regions, for instance-may
find themselves working far below their skill levels.
Blockchain can prevent that.
"What a waste of talent and lost opportunity,"
Cameron says. "Ultimately, things are moving too
quickly in today's environment for that kind of risk to
all of us-to organizations and individuals."

MANAGING TALENT

Companies needing to pivot quickly can also use
blockchain for a quick snapshot of available internal
talent, says Mueller, as competencies, skills, and
performance ratings are provided via tamper-free
blockchain capability. In addition, blockchain can
drive companies to push learning opportunities
toward anticipated needs, motivating employees who
understand that such training will be recorded in a
blockchain-inside the enterprise and beyond.
"The more you have your existing skills certified,
understood, and easily accessible, the faster you can
move, and blockchain can provide that proof of certification," he says.
In another scenario, blockchain can prevent credentialconfirmation delays that traditionally block individuals from completing key tasks, such as operating
certain machinery, providing health care services,
or providing other services that require evidence of
current certification or licensing.

"How do we remove friction and improve trust in
that process?" says Cameron. "This idea of moving to
a blockchain-powered process is one that we think is
able to transform how we're getting people to opportunities faster to benefit all sides of the supply chain."
Blockchain also intersects with governance of
personnel data, says Cameron. Increasingly, companies must align records management with privacy regulations, such as the California Consumer
Privacy Act and the EU's General Data Protection
Regulation. For example, using blockchain, the
Velocity Network helps ensure that "by design,
the way we are managing and helping individuals
aggregate and store their data and exchange it and
share it with others is compliant."

FINDING POTENTIAL AMID UPHEAVAL

In 2020, the world saw a pandemic, devastating wildfires, and an old-fashioned oil war. Companies with
the flexibility to withstand extreme circumstances or
rebound from shutdowns will be the survivors.
"You want to be able to ramp up and ramp down
your processes as fast as you can," says Mueller. "The
winners will be whoever has their stores open and
stocked, and their factories humming and running
first. For that, I [may] need to hire and move people
from countries and regions with different levels of
influence from a pandemic event [for example]."
HR leaders addressing the impact of the COVID19 pandemic and restoration of their businesses
should prioritize effective use of blockchain technologies because they offer direct, secure sharing
