and communication of workforce data, such as
health and safety information, says Graf. The pandemic's repercussions represent "a massive call for
organizations to push the digitalization of services
and businesses. Those organizations that have
digitalized core service and business models have a
competitive advantage."
The digital upheaval of the Fourth Industrial
Revolution, as this age is now called, helped create
a "very frantic labor market" pocked with high
turnover, skills shortages, and a rise in people pursuing "portfolio careers" in varied industries, says
Cameron. In an atmosphere further rattled by pandemic, businesses can't endure delays in hiring, and
people can't wait for employment to be validated.
Blockchain experts see consortium-based models
as a solution for deriving maximum value from the
technology. Respondents to Gartner's blockchain
survey pointed to lack of compelling business cases,
lack of clearly defined use cases, and lack of in-house
skills as the top three reasons behind failure of their
blockchain-based HR initiatives. Blockchain consortia
convene participating companies to explore use cases
and "undertake initiatives that are beyond the reach
of any member," Graf says.
Consortia also help companies tackle the top
challenges to blockchain adoption: data security and
privacy concerns, integration of blockchain technology with existing technology architecture, and the
lack of in-house skills.
"Perhaps the biggest potential of blockchain
technology is its biggest limitation at the same time:
Blockchain adds only little value for organizations
unless its users are members of a network that
exchanges data," says Graf.
Network participants should review external factors
influencing their blockchain applications, including
legal and regulatory frameworks and the future viability of their blockchain ecosystems, he adds.
For example, as a nonprofit consortium of member organizations, the Velocity Network promises a
democratic approach whose rules don't favor some
players over others, says Cameron.
"Because we've taken this industry-based
approach, building and delivering applications and
services on top of this platform, we are ensuring
that the rules won't change ad hoc by any one
dominant industry player deciding to change the
game," says Cameron.

KEYS TO SUCCESS

The blockchain-success playbook differs for every
company. Each should review its own goals and
capabilities and, suggests Mueller, aim for small
wins at first. Vendors can share initiatives underway for a company to piggyback on and win
converts to the benefits of blockchain. "Blockchain
is not sliced bread, but it helps enterprises accelerate processes inside and outside the enterprise,
in talent acquisition, training, and certification
situations," says Mueller.
HR executives cite availability of high-quality data,
ability to adequately adapt business processes, and
high-performance technology solutions as the top
three keys to success, according to Gartner.
"These reflect the importance of data and technology as well as clarity of the fundamental business
problems blockchain can help solve," says Graf.
A shift in mindset that individuals can and
should own their own data must be the first key
to success, says Cameron. A report presented to
the World Economic Forum in 2019 showed that
76% of employees want to own and take their data
when they leave an organization, she says, and as
the CCPA and GDPR demonstrate, governments
are enshrining versions of the "right to be forgotten" into statute.
"Data belongs to the individuals," she says.
"It's not the company's data. It's the individual's
data. Companies can leverage it and access it at
different points, but ultimately, this mindset shift
has to happen."
She adds, "We're going to see a lot of things we
can't even imagine in the types of services that come
about when individuals say, 'This is a comprehensive
picture of who I am. How are you going to serve me
as a consumer, as a worker, as a learner?' The possibilities are endless." M
