October 2009 Developments - 4

Up Front W Kathryn Mullan Mu Developments Developments Editor Kathryn Mullan Publisher ARDA Executive Editor Lou Ann Burney Back from Recess elcome to the Legislative Round-up issue for 2009! We haven’t officially done this comprehensive sweep of the industry since August 2006, so pulling together an issue like this for you seemed to be a smart, timely selection—especially given the uncertainties that remain in the marketplace and global signs of any sort of recovery in economic confidence. Many of the legislative issues that Sam DePoy and Jason Gamel tackle in their respective ARDA Federal Affairs (pp. 32-35) and State Affairs (pp. 40-46) features hinge on access to capital, increased regulatory restrictions on banking and mortgages, and highly active federal and state/local governments looking for ways to make budget by increasing taxation. Our vacation ownership industry certainly has taken a long and bumpy road in the last year, and it is obvious that both the federal and state teams have been quite busy working on behalf of members all over the country across a wide range of issues. Some of those topics and legislative victories are highlighted by other authors, such as Andrew Fisher’s and Kurt Gruber’s article on the Florida House Bill 61 (pp. 26-29), among others. And as you read the October Developments, whether in the print or electronic format, let me know your feedback on some of the hot topics or key issues we have featured or on our all-new digital edition. E-mail kmullan@arda.org. There’s a lot going on many ARDA fronts, especially as we look forward to seeing many of you in Washington, D.C., next month for the ARDA 2009 Fall Conference, November 4-6, at The Fairmont. Check out www.arda.org/ fallconference for the most up-to-date details on the schedule of events, speakers, hotel information, and registration. Hope to see you there! D Circulation Adrienne L.
