Market commentary for one-week period ended September 2, 2016 Cash Wheat HARD WINTER. Premiums on hard red winter wheat in Kansas City advanced 1@29c a bu last week. The widest gains were posted across the bottom two-thirds of the protein scale, where the basis surged. The Kansas City December wheat future became the basic contract at a 27c premium to the September. Broad-based mill demand emerged to push premiums on hard red winter wheat higher. The demand came from virtually all directions and developed after shipments for August applications were concluded and before shipments for September applications began in earnest. Business in the market for to-arrive wheat was light. Wide carrying charges in Kansas City wheat futures argued for storing and not aggressively selling wheat. No offers were seen for October-December delivery, and mills didn't seem inclined to "bid into a black hole," said a wheat merchandiser. Further constraints on forward wheat sales were strong deferred freight rates and elevator uncertainty about the ability to purchase additional wheat from growers to cover forward shipping commitments given depressed wheat prices. The wide spread between Kansas City basis quotes on high-protein versus lowprotein supply reflected the low average protein of the 2016 hard red winter wheat crop, which U.S. Wheat Associates has pegged at about 11.2%. Basis quotes at 14% protein were 21c higher than at 13% protein, 80c higher than at 12% protein and $1.15 higher than at 11% protein. In contrast, around the same date a year ago, when the average hard red winter wheat protein was 12.3%, the basis on wheat with 14% protein was quoted at 72c a bu, on par with 13% protein, just 7c above 12% protein and only 16c above 11% protein. December. Posted Salina truck bids at terminal elevators for nearby were 110c under K.C. December. Hutchinson wheat bids were 110c under K.C. December. Highest posted Wichita elevator bid was 85c under K.C. Sept. Gulf bids on hard red winter wheat with 12% protein for September were 90c over K.C. December. HARD SPRING. Premiums on hard red spring wheat in Minneapolis were 5c a bu higher to 45c lower last week. The largest decline was posted at the high side of 15%-protein wheat, with other changes minor. In the face of weak prices, producers were inclined to store as much wheat as possible. Wheat holding was expected to be strong in areas where it is the principal crop, with little competition for storage. Growers harvesting soybeans and/or corn in addition to wheat may have to decide which crop to sell when comparing prices this fall. Some growers were enrolling wheat in marketing loan program to secure cash for nearby needs while waiting for the best moment to redeem and sell their grain. Last year, it was Central states millers who had to reach out to adjacent or even distant territories to secure quality. This year, East coast millers turned to the Central states for quality soft red winter wheat with the effect of sustaining the cash basis at levels higher than otherwise would be the case. Most soft wheat mills' wheat pipelines were filled in anticipation of advancing row crop harvest. Soft wheat movement often slows to a trickle when producers, elevators and transport are engaged in harvesting, storing and moving corn and soybeans. Posted St. Louis-area mill bids for nearby were 20c under Chicago December with pipelines mostly filled. At the same time, some mills in the area posted bids much higher to secure required quality supply. Chicago mill bids for nearby were at 20c under Chicago December.
