The amazing career of Daniel Amstutz

I

n his autobiography, Anthony Trollope, the
highly regarded 19th century English novelist, wrote, "Few men I think ever lived a fuller
life." It is not too difficult to believe that if Trollope were alive today and reviewed the career
path of the late Daniel G. Amstutz, he might
conclude that here was a man whose amazing
range of experiences outdid his own. Amstutz
did the international grain industry, where his
career centered, proud. No matter what post he
held, he was always sure to point to his worldcircling experiences and to call upon that
knowledge derived from the many important
assignments he was given. His successes affirmed in powerful ways that an understanding
of markets, how they work and how they serve
the economy, would stand one in good stead.
Knowing Amstutz, particularly as a friend,
meant having a tie with a person who uniquely
defined the word "mentor." Although his multipronged career never embraced the profession
of teaching, hearing an Amstutz presentation
or having a regular conversation quickly made
the listener aware of his formidable intellect.
The measured cadence of his conversation still
rings in the ears.
His career seemed as if he had made the decision to divide his life between the world of
business and public service. In both aspects he
proved extraordinarily capable. After graduating from Ohio State University, he joined
Cargill Incorporated, where he began in grain
trading, eventually heading the wheat desk and
playing a lead role in establishing Cargill Investor Services. He later was persuaded to join
Goldman, Sachs & Co. by its top management.

Having bought a metals trading company, they
were searching for someone to provide direction about ways to operate in futures. Once
more, Amstutz proved his mettle by showing
this investment banking powerhouse how futures trading and an understanding of its nuances could create a new world for financial
services.
His entry into government came in 1983
when he decided to accept the invitation of the
Reagan administration to become undersecretary of agriculture for commodity programs
and international affairs. Working with two
agriculture secretaries, John Block and Richard Lyng, Amstutz endured one of the most
perplexing times ever in federal dealings with
American agriculture. It was a time when the
administration and Congress, faced with record grain surpluses, depressed prices and an
agricultural recession, embarked on costly programs like export enhancement, conservation
reserve, and payment-in-kind.
It was the looming importance of agricultural negotiations under the General Agreement on Tariffs and Trade (GATT) - the now
famous Uruguay Round - that gave Amstutz
his exit from the Agriculture Department. He
was named an ambassador with responsibility
for agricultural negotiations. That this was the
first GATT negotiation to produce progress in
liberalizing agricultural trade was often credited to Amstutz's skills. His next assignment,
as executive director of the International Wheat
Council (IWC) in London, England, was a natural follow-on. Heading the IWC (now the International Grains Council) secretariat for five

years, he expanded its coverage beyond wheat
to rice and coarse grains, launched the Council's annual grain conferences and set a path for
expanded membership efficiency.
His multi-faceted career was brightened
when he became executive director of the
North American Export Grain Association
(NAEGA), a post he held for six years until
retiring in 2000. At NAEGA, he pressed for
U.S. policies meant to foster growth in exporting at a time when global trade was being transformed by the collapse of Communism. He made sure every possible opportunity for doing business was open to U.S. grain
exporters.
Having established his own consulting
company aimed at participating in the Internet
boom, Amstutz ran headlong into the bursting of the web bubble. This dismal experience
helped make him willing to accept what probably was the most daunting of his assignments:
serving as agricultural adviser to the U.S. military in Iraq in the aftermath of the invasion of
that nation. His time in Baghdad, Iraq, while
fascinating, left him acutely aware that restoring Iraq's food system required first and foremost the establishment of domestic tranquility.
This recital of the Amstutz career leaves no
doubt as to his centrality in the evolution of the
international trade in grain. Always pleased
and even proud to be called a "grain man," Dan
Amstutz helped make a clear and certain path
for all who followed him in this great industry.
