REGIONAL REVIEW: OILSEEDS AND FEED
Despite this protection, domestic
oilseed production available for crushing has shown only modest increases
during the recent period of soaring
demand. One result is that only 30%
to 35% of domestic processing capacity is utilized, according to the Solvent
Extractors' Association of India, which
claims 750 members.
Several years ago the government
predicted that the domestic crush
would expand to 35 million tonnes in a
short period thanks to its policies, and
much new capacity was added. However, the most recent crush reached only
25 million tonnes. Needless to say, the
Solvent Extractors' Association supports a reduction of the duties on oilseed imports.

S. Alam Group began operating the
country's first soybean crushing plant
at the port of Chittagong. It has an
annual crushing capacity of 360,000
tonnes. A second crushing plant will
be started up soon. The country has
kept its tariff on oil low, at 6%, and to
encourage the investment crushing capacity all duties and VAT on soybean
imports were eliminated.
The small duty on imported oil in
Bangladesh is the basis for a certain
amount of overland smuggling of soybean and palm oil into India, with its
much higher customs duties. Industry

The future of India's oilseed
crushing industry is closely
tied to development of the
feed sector and demand for
protein meals.
Taking China's experience since the
1990s as a model, it could be argued
that by eliminating the tariffs on both
vegetable oil and oilseed imports, India
could lay the basis for a dynamic oilseed processing sector with new plants
built in ports. At the same time, cooking oil prices would fall and stimulate
demand even further. This is the policy
that was adopted by China, leading to
the phenomenal growth of an importbased soybean crushing industry, after
the country ceased being self-sufficient
in oilseeds around 1990.

Indeed, both Pakistan and Bangladesh have already adopted policies along these lines. Bangladesh
