Impact of the EU's
'Green Wave'

I

n the recent European Parliamentarian elections, two niche groups
significantly increased their representation in the 751-member body
that governs the European Union
(EU) - the Greens and right-populists. The Greens is a coalition of two
primary groups, the European Green
and the European Free Alliance parties,
representing traditionalist environmental policy and decentralization,
respectively. Green candidates obtained
69 seats in Parliament, making it the
fourth-largest political party of the
roughly 150 competing for seats.
Although center-right and center-left
parties still dominate the EU Parliament, existing policy divisions mean
that they will have to seek support
from a coalition that likely will have to
include the Greens. Given the power
now wielded by the European Green
party to influence the selection of the
EU president and the policies affecting
its 28 member countries, the media's
characterization of the "Green Wave"
feels appropriate. But what does it
mean for lubricant manufacturers?
Unsurprisingly, the European Greens'
priorities statement contains ambitious
goals1 but can be loosely summed up
as "clean up the environment." On top
of standard greenhouse gas reduction,
Greens propose the outright banning of
harmful chemicals, and the stringency
of REACH determinations means that
a great number of chemicals could
be banned. Previously, the Greens
successfully objected to five REACH
authorizations. With increased

influence on the environmental
committee, a number of politicians aim
to ensure REACH compliance and follow-up, posing a problem for chemicals
existing in regulatory "gray areas" vis à
vis health and safety.
WHY NOW?
While environmental groups have
been gaining ground for some time
in Europe, the Green Wave has been
partially attributed to weekly "Fridays
for Future" student protests that
started in August 2018. The hashtag
#FridaysForFuture went global last
November, and global student protests
demanding political action on climate
change were organized for the second
day of the European Parliamentary
election in order to affect the results.2
Major trading countries saw changes
as both voter turnout and first-time
voters increased. The German Green
Party received 20.5% of the vote,
primarily from youth and first-time
voters joining the political fray.
Much of the Green's objectives are
not surprising - the idea of a Green

New Deal has been floating around for
years. Parties that aren't labeled "green"
are running and winning on the
platform of environmental protections
as well. Earlier this year, the Spanish
Socialist Party swept the elections with
29% of the vote on a platform of a
Green New Deal and investment in
renewable energy. Surprisingly, a large
number of votes came from Spanish
coal mining regions.
FUTURE ELECTIONS
Protests for environmental reform
continue to be held across the globe,
primarily focused on climate change,
rather than explicitly chemical regulation. However, issues of pollution
inevitably tie into the discussion,
and the general anti-corporate stance
of many groups should be familiar.
Green parties are increasingly focused
on appearing less single-issue, such
as objectives important to smaller
identifiable communities, like the
magnitude of air and water pollution affecting lower socioeconomic
populations.
