The Global Container Terminal, part
of the Port of New York and New
Jersey, broke ground in December
at its Bayonne facility to build a
near-dock intermodal terminal with
capacity for 250,000 annual lifts.

The Port of Jacksonville also added
new rail service, opening a $30 million on-dock facility that will serve
north Jacksonville's seaport terminals.
Trucking Industry Outlook
Truckload volume continued to grow
slowly in Q4 2016, but the growth was
concentrated in short-haul and specialty trailer markets. Intermodal-eligible
volume, in the form of long-haul dry
van traffic was essentially flat from the
third quarter. Nevertheless, healthy
year-over-year gains were achieved,
which were a function of the weak
volumes notched during Q4 2015 and
growth which has occurred over the
course of 2016. As 2016 wound to a
close, spot market activity was signaling more strength as demand grew
and available trucks supplying the spot
market declined.
The utilization percentage of the
active truck fleet continued edging
upward slowly each month during the
fourth quarter of 2016 and most recently was approaching 98%, considerably
higher than it was in the first half of the
year. This tightness is being reflected
in the recent trends in the spot market
with trucking rates running considerably higher than normal. The utilization
rate is expected to continue to rise as
the implementation date for the Federal
Electronic Logging Device mandate
approaches in December of 2017. It is
somewhat difficult to predict the pace
of tightening but conservatively the
critical point will be reached during the
fourth quarter of 2017. The Owner Operators Association has recently lost its
appeal to the Federal District Court and
their only legal recourse now will be to
appeal to the Supreme Court. Although
such items are difficult to forecast, a reversal or delay is not anticipated, either
from the courts or from the incoming
Trump administration.
