state-LeveL mariJuana poLiCies and drug and
aLCoHoL vioLations in on-campus housing. a review
of trends in drug usage precedes discussion of a conceptual
framework that can help explain how interactions between
college and university student housing and state policy
impacts student behavior. results from cross-sectional
mixed-effects models reveal a number of implications
for housing professionals, other campus administrators,
and policymakers that are discussed along with ideas for
future research.

cultures and the

american cultural consciousness is ingrained with depictions of
raucous social gatherings, of which drug and alcohol use factors
prominently. though antagonistic figures like prickly deans and
teetotalers in rival fraternities stand in opposition to party school
bacchanals in fictional adaptations, research reveals that such lifestyles in reality are directly or indirectly sustained by social conditions like university imperatives (armstrong & hamilton, 2013),
geography (gumprecht, 2006), and attitudes toward substance
abuse (marlatt & Witkiewitz, 2002). unsurprisingly, the paradox
between institutional cultures and the known and/or perceived
negative effects of college student binge drinking (e.g., Weschler
et al., 1994) and drug use (resnick et al., 1997) creates significant
administrative and legal challenges for campus health and student
affairs professionals.
given that increased binge drinking is positively associated with
student participation in campus life in general (Wechsler et al.,
1994), on-campus housing is often a focal point in efforts to curb
student substance abuse. organizations like the national institutes
of health's (nih) national advisory Council on alcohol abuse and
alcoholism (naCaaa) have actively worked to engage participation
in prevention strategies aimed at mitigating health and safety risks
associated with student alcohol abuse (nih, 2002), which often
