was growing employee awareness through the outreach materials designed by the task force to prevent mishaps.
"The goal is to work together as a team to mitigate mishaps,"
said Prevatt, who leads the Standard Industry Safety Rules and
Procedures at Intermodal Facilities Task Force. "So far this year,
we are doing very well."
The report measured mishaps for employees, draymen and
contractors at intermodal terminals, finding that the frequency
and type of incident was similar for each group. Mishaps were
more frequent in February and June, and on Mondays, Tuesdays
and Wednesdays.
A multitude of causes were identified for collisions, such as
unclear lighting and road markings, speeding, terminal congestion and unfavorable weather conditions.
Prevatt also said the federal Occupational Safety and Health
Administration has published a useful handbook for safety that is
applicable to terminals.

ELD Mandate Approaches
For the committee's educational session, TCW's Gary Cornelius addressed the upcoming mandate for electronic logging
devices, or ELDs, stressing the long-term value those units can
provide in the form of increased productivity, while addressing
fears that the technology can be used to harass and alienate
drivers.
The myth of driver harassment has been a "big concern," he
said. To address that question, the device must be prevented
from disturbing drivers, particularly while in sleeper berths. The
units must also show duty status and non-driving time.

To reinforce his message, Cornelius said drivers gained
back 2.5 hours of work time weekly, by using electronic logs that
measure tasks to the minute instead of the 15-minute interval
required by paper logs. He added that only one driver quit TCW
because of the ELD mandate.
He cited multiple advantages of ELDs compared with paper
logs, including integration with onboard cameras and telematics systems, fuel tax reporting and operational enhancements
from the potential for more effective equipment allocation and
management.
To amplify the value of ELD implementation, Lhotak said
the committee plans to survey members regarding further
implementation of technology that specifically aids intermodal
operations.
Hampton Lee from SCSPA reported on the Optimal Driver
Turn Times at Intermodal Fecilities Task Force progress and
recommended a standard definition for calculating driver turn
times, which the committee approved. This has been a longstanding issue within the industry. Remy Diebes from Remprex
presented the methodology and calculator tool the task force has
been working on for determining how to calculate the optimal
turn times for each portion of a drayman's travel through various
types of intermodal terminals.
Lhotak also thanked the Temperature Protection Task
Force headed by Jeff Brashares, IANA board member and TTS
executive, for its work, noting that its report and recommended
practice are on the association's website.
The Operations Committee next will meet at EXPO to
consider a wide range of subjects.
