A certain degree of public subsidy is defensible in proportion to the ancillary values

Communities hold great sway over local city councils; they hold
little if any sway over an individual owner who wants to translate
a loser into a higher and better financial use.
With the same cautionary about violating the Talmudic caveat about confusing correlation with causation, I could offer a
number of other plausible explanations for this seeming disconnect, which is really not a "disconnect" at all, but evidence of an
industry repositioning in response to decline. And that's why we
here in Southern California are busting our backsides to shore
up the municipal sector while we also work furiously to rekindle

In the spirit of what I trust the reader has now recognized
is much more an attempt to get the golf industry to think than
an attempt to convey information about golf 's public sector (another big subject for another day), let me conclude on a historical
note. There was a prominent economist at MIT in the 1980's
named Lester Thurow who warned that by failing to distinguish
between high value added jobs (high paying) and low value added
jobs (low paying) the fiscal policies of that decade ran the risk of
producing an American economy that accomplished full employment by worshiping a statistic devoid of the kind of meaning it
had in the decades following World War II - in other words, an
economy based on cheap labor. If he were alive today, Dr. Thurow might suggest that 3.8% unemployment just doesn't mean in
2018 what it meant in 1965. The same can be said for a marginal
increase in the municipal golf stock.
