Andrew C. Rodgers
is the assistant vice president
of construction and
engineering at the Jacksonville
Transportation Authority (JTA).

He first served as the facilities
and passenger amenities
project administrator and
over the course of nine years
has elevated from this role to
director of construction and
engineering. In January 2020,
he was promoted to his current
role and now serves on JTA's
Executive Leadership Team.
Rodgers has spearheaded
multiple initiatives, including
the delivery of the Jacksonville
Regional Transportation Center
and the construction of the
city's Intercity Bus Terminal. He
also managed the design and
construction on the Southeast
and East Corridors as part of
JTA's First Coast Flyer BRT.
He led the construction of
sidewalk projects and more
than 1,000 bus stops to
increase mobility and ADA
compliance. He initiated

began his career at MidAmerica Regional Council
(MARC) where he developed
advancements for transit
services and created costeffective service options,
including overseeing a project
that redesigned how the
organization programmed
funding to transit agencies
across the region. By creating
coordinated service delivery
across county and state
boundaries and consolidating
the application process, he led
a team that helped increase the
number of residents who used
transit in the Kansas City area.
His work at MARC led him to
TransSystems where he was a
transportation planner focused
on policy development and
implementation to enhance
customer experience and
simplify transit agency
management of services before
moving on to the Kansas City
Transportation Authority. There,
he spearheaded the redesign
of the agency's on-demand

JTAMobilityWorks program,
which includes improvements
to 13 roadways and 14 mobility
corridors. As the Sustainability
Committee Chairman,
Rodgers leads the planning
and implementation efforts
for projects and initiatives
that reduce energy costs and
environmental impacts, such
as the implementation of
the JTA recycling program,
installation of solar bus
shelter lighting, introduction
of energy-efficient lighting
standards and completion of

the Acosta Bridge Lighting
project, which included the
installation of dynamic color
changing LED lighting.
Rodgers implemented a
design-build procurement
for the JTAMobilityWorks
project on Kernan Boulevard
to accelerate the construction
delivery while maintaining
project costs. He and his team
successfully delivered this
project six months ahead of
schedule and within budget.
He's a graduate of APTA's
Leadership Class of 2019.

Fact: Rodgers led the systems development team to produce
face shields utilizing a 3D printer as part of JTA's response to
the COVID-19 pandemic.

Means recognized the impact
software could have on transit
and joined TransLoc in 2019.
He began at TransLoc as senior
project manager and was
quickly promoted to his current
role, where he's responsible for
equipping agencies with tools
and data to ensure they provide
a seamless transit experience.
He helps transit providers make
critical decisions about route
optimization and payment
options, such as ensuring that
providers and routes that serve

impoverished areas maintain
cash options for the unbanked.
During the COVID-19 crisis,
Means pioneered TransLoc's
Fixed to Flex program, an
emergency demand response
program that helps transit
agencies quickly pivot
their fixed-route service
to on-demand services.
Means is part of the American
Planning Association, the
Transportation Cooperative
Research Program, the
Transportation Research
Board and APTA.

Fact: Means is the former vice president of the board for
Catholic Charities of Kansas City and former secretary of the
local chapter for American Planning Association.
