Chapter 8-0 Licensing Suspension/Revocation Intelligent Mail Barcode on Suspension Letters To provide proof that suspension letters have been mailed to customers, all certified suspension letters are now printed with an Intelligent Mail Barcode positioned to appear in the envelope address window. Also, a new USPS ID will appear on the right hand side of the letter across from the license number field. NOTE: Parent/Guardian Notices and Title Review Suspension Notices are printed without the new barcode. When the suspension letter is received at a USPS mail facility, the barcode will be scanned and the information will be captured. A record will then be created of when the letter was received by the USPS. On a daily basis, the RMV will access a USPS site to electronically get the proof of mailing records and incorporate them into RMV records. NOTE: The record from the USPS only indicates that the letter was received by the USPS to be delivered to the customers’s address. It does not indicate whether the USPS was able to deliver the letter. Legal Proof of Mailing in Court With the record received from the USPS and the USPS ID from the suspension letter, Court Records can provide proof to a court that the letter was received by the USPS for delivery. This will prevent the need for an RMV employee to go to court to testify in court cases. If a customer request proof of mailing, he/she will need to request a certified driving history from Court Records. 12/11 8:6
