Penn, Farrish to leave U.S.D.A. for private sector

services in May 2001 by Secretary of Agriculture Ann M. Veneman. Before this appointment, Dr. Penn had an extensive career in the private sector, most recently as senior vice-president
of Sparks Companies, Inc., and manager of that research firm's
Washington office for more than a dozen years. From 1981
through 1988, he was president of Economic Perspectives, Inc.
Dr. Penn has had extensive international
experience, having served on several foreign missions and task forces as well as
conducting projects in several countries.
His previous government experience included service as deputy administrator for
economics of the former U.S.D.A. agency,
the Economics and Statistics Service. And
he was a senior staff economist for the
President's Council of Economic Advisors.
"J.B. Penn's experience and leadership, from his diligent actions to assure Penn
timely implementation of the 2002 farm
bill's provisions that assist domestic producers to his steadfast
efforts to reduce trade barriers and increase our agricultural
exports, have worked to improve the economic outlook for
America's farmers and ranchers," said Secretary of Agriculture
Mike Johanns in announcing Dr. Penn's resignation.
At Deere, a manufacturer of agricultural and construction
equipment, Dr. Penn will be head of the company's new office
of the chief economist, with responsibility for analyzing global

Dr. Penn graduated from Arkansas
State University in 1965 with a degree in
agriculture. He subsequently received a
master's degree in agricultural economics from Louisiana State University and
a Ph.D. in agricultural economics from
Purdue University.
Mr. Farrish told Milling & Baking News
he has partnered with Leon Trammell
and Steve Cloud in the establishment of
Everton Energy, a venture with plans to

build multiple plants to produce ethanol and possibly biodiesel. Mr. Trammell and Mr. Cloud are chief executive officer and president,
respectively, of Tramco, Inc., Wichita, Kas., a manufacturer of
bucket elevators and grain conveyors.
Mr. Farrish had been the U.S.D.A.'s DACO for nearly five
years. He was responsible for developing policies and regulations for the dairy price support program; the storage, handling and disposition of commodities owned by the Commodity Credit Corp., and for the export and domestic commodity donation programs.
Before joining the U.S.D.A., Mr. Farrish was president of Columbia Grain, Inc., Portland, Ore.
In 1997, Secretary of Agriculture Dan Glickman appointed
Mr. Farrish to serve on the Grain Inspection Advisory Committee. While on the committee, Mr. Farrish helped facilitate
the marketing of livestock, poultry, meat, cereals, oilseeds and
related agriculture products and promoted fair and competitive trading practices.
Mr. Farrish is a native of Mississippi and graduated from
Mississippi State University with a degree in agricultural engineering technology and business. MBN

U.S.D.A. issues guidelines for
enhancing security at farm level
WASHINGTON - The U.S. Department of Agriculture has released a guide that it believes will help agricultural producers
enhance security at the farm level and builds on the U.S.D.A.'s
mission of improving awareness through enhanced outreach
and communications.
"Pre-Harvest Security Guidelines and Checklist 2006" provides practical measures guidance to protect against natural
disasters, as well as the unintentional or intentional introduction of plant or animal diseases.
According to the U.S.D.A., the voluntary guidelines and
checklists were developed based upon recommendations made
by U.S. producers. Guidelines have been developed for general
agriculture, dairy, crops, cattle and poultry security.
In addition to the new guidelines for security at the farm
level, the U.S.D.A. recently has issued guidance for food processors and distributors, and for agricultural transporters in
coordination with the trucking industry.
The U.S.D.A.'s local Farm Service Agency Service Centers are
distributing the "Pre-Harvest Security Guidelines and Checklist 2006" to agricultural producers throughout the country. MBN
