In a major legislative development affecting all of grain-based
foods, Congress last week voted to repeal the Delaney Clause in the
Food, Drug and Cosmetic Act and replace it with a uniform safety
standard to ensure a "reasonable certainty of no harm" from pesticide residues on processed and raw foods.
Keebler Co. on July 25 announced plans to integrate the production,
distribution and administrative operations of its Keebler and Sunshine Biscuits, Inc. units.
An explosion at the Scottsbluff, Neb., sugar beet facility of Western
Sugar Co. caused an estimated $15.6 million in damages.

Norin Corp., the Miami-based insurance company that acquired

Interstate Bakeries Corp., the nation's largest baker and distributor of fresh bread and snack cakes, on July 24 broke ground for a
$20 million expansion and modernization of its Rocky Mount, N.C.,
Merita bread plant.

Several major baking construction projects were unveiled in the past
week. This appeared to be a continuation and extension of the trend
throughout the American baking industry toward planning for new
plants as well as the modernization and expansion of existing facilities.
Plants were set to be built or expanded by Interstate Brands Corp. at Billings, Mont.; Gai's Seattle French Baking Co. in Seattle; ITT Continental
Baking Co. in Seattle; and Charles Freihofer Baking Co. in Albany, N.Y.

ConAgra Trading and Processing Companies will build a $170 million soybean crushing, refining and packaging complex along the
Ohio river at Mount Vernon, Ind. The facility would be ConAgra's
first soybean crushing operation in the United States.

Formation of Louis Dreyfus Holding Company, Inc. as a holding
company for the interests of the Louis Dreyfus group in North America has just been announced. The new company, headquartered at
Stamford, is a subsidiary of S.A. Louis Dreyfus & Cie., Paris.

Royal Ahold n.v., a leading international
food retailer, last week announced the appointment of Allan Noddle as president of
support services for Ahold U.S.A., which
recently acquired Stop & Shop's nearly 200
U.S. superstores and supermarkets.

John A. Hughes Jr. has been named vice-president of operations for
The Morrison Milling Co., Denton, Texas, it was announced by E.W.
Morrison Jr., president.

Brendan J. Donnelly, director of the Northern
Crops Institute and vice-president for agriculture at North Dakota State University, Fargo,

was selected to succeed retiring department
head Richard R. Hahn in the Department of
Grain Science at Kansas State, effective Aug. 1.

World production of durum wheat during 1936 is expected to be the
smallest in many years, according to the Bureau of Agricultural Economics. Commercial production of durum wheat is important only in
the United States, Canada, Italy, Morocco, Algeria and Tunisia.

Bert Farrish has been named president of Columbia Grain, Inc., the
operating company of the Columbia Group headquartered in Portland, Ore., and a subsidiary of Marubeni America Corp.

Pleas by the grain trade for a minimum of rules under the new commodity exchange act and an exposition of present trade practices
showing that the requirements of the law already are being largely
met marked a hearing conducted in Kansas City by the Commodity
Exchange Administration.

Thomas G. Piester, a veteran bakery flour broker, died July 30 in
Kansas City after a lengthy illness. He was 56 years old.

1976
Opening salvo in the agriculture-food
policy sector of the 1976 presidential
election campaign was fired on July 31
by Senator Walter F. Mondale, the vicepresidential running mate of Governor
Jimmy Carter. The Democratic candidate
criticized the Republican administration's "stop and go" agricultural policies,
particularly the encouragement to farmers to maximize grain production followed by moratoriums on export sales.

Cupid is busy in the office of the American Bakers Association. On Aug.
1, Miss Anne Pupo, secretary to Tom Smith, secretary of the A.B.A., was
married to Richard Houghton of the Crane Co., Chicago. The marriage
followed the wedding of Miss Grace Kitzing, secretary to president Henry Stude, to William Quinlan of the A.B.A. staff on July 3.
The 600-bbl mill of the Keystone Milling Co., Larned, Kas., was purchased last week by the Stafford County Flour Mills Co., Hudson, Kas.,
which operates a modern 400-bbl mill of reinforced concrete at Hudson.
That the 1936 drought is the worst in the climatological history of
the United States was asserted by J.B. Kincer of the federal weather
bureau last week.
Charges of the Federal Trade Commission on advertising of the Freihofer
Baking Co., Philadelphia, were aired at a hearing in Wilmington, Del.,
last week. Alleged misstatements charged by the Federal Trade Commission are that its "Perfect Loaf" contains "100% more butter," which the
commission terms as vague, misleading and deceptive." The commission also charged the Freihofer Baking Co. with misleading statements
in advertising its "Honey Prune Loaf" as a "mild safe laxative." MBN
