Chapter 4-21 State Plates State: A. Definition: State plates are issued to vehicles that are owned or leased by the Commonwealth of Massachusetts and are used solely for state business. All state vehicle registration applications must be approved and stamped by the Motor Vehicle Management Bureau, Executive Office for Administration and Finance, One Ashburton Place, Boston, and must only be processed in the Boston Express area. B. Plate Types: There are two types of State plates. Normal Series (Plate Type: STN) Normal Series plates consist of two to four numbers. State Handicapped plates consist of four numbers. Motorcycle Series (Plate Type: SXN) Motorcycle Series plates consist of two to four numbers. State Handicapped plates consist of one to four numbers.
