The International Association of Agricultural
Production Insurers (AIAG) held its 36th
Congress in Istanbul, Turkey on June 12-15,
2022, which was postponed last year due to the
COVID-19 pandemic. The meetings featured the
general theme " Trends in agricultural risk management:
climate,
technology, and public-private
institutional solutions. " 1,2 This year's host
was The Agricultural Insurance Pool of Turkey
(TARSIM).3
Approximately 300 international participants
and speakers from 31 different countries
attended the meetings, which took place at the
Conrad Hotel in Istanbul (Figure 1). On June 12,
2022, Pascal Forrer, President of AIAG, opened
the congress by welcoming the participants (Figure
2), highlighting the goals of the congress,
and expressing thanks to the AIAG Board, the
AIAG team, the host TARSIM, and the sponsors
for their support. Kerim Üstün, Chairman of
the Board of TARSIM, and Serpil Günal, Chief
Executive Officer (CEO) of TARSIM provided
information on their company and the state of
agricultural insurance in Turkey. The Turkish
Minister of Agriculture and Forestry also offered
welcoming remarks via Zoom.
Dr. Harun Bulut, Senior Economist, represented
National Crop Insurance Services (NCIS)
at the conference and presented on the current
situation of U.S. agricultural insurance. Dr. Tom
Zacharias, NCIS, who serves on the Board of the
AIAG, also participated through a video message.
During the two days, interesting and informative
presentations were given on diverse topics
such as the role of agricultural insurance in
dealing with the impact of climate change, the
status of agricultural insurance and private-public
partnerships in the United States, Europe,
China, Latin America, and Africa, and the state
and the promise of technological solutions and

advancements in product development and damage
analysis.
In two separate workshops, the topics of index
insurance/loss assessment and animal diseases
and pests were discussed in detail. In the latter, the
main interest was in African swine fever (ASF)
and Avian flu. It was reported that, since 2020, the
ASF problem has been under control in China.
Wildfires in the Netherlands were also discussed.
Cooperation among various stakeholders proved
to be critical in dealing with wildfires.

related technological solutions. The last section
brings this review of the congress to conclusion.

Insurance
The global premium in agricultural insurance
approached $35 billion in 2019.⁴ The United
States and China together represented about 62.2
