RUs operate trains. Trains can use electric traction. To
be able to invoice based on the real energy consumption,
energy meters are needed onboard trains. As trains move
from country to country, the EMS should include location
data (for example, from a GPS).
EMS units are installed on vehicles. A notified
body checks the conformity assessment and delivers
the report to the vehicle keeper. This report also
states the needed measures to be included in the
vehicle's maintenance plan to keep the EMS accurate
over its lifetime.

All new EMSs will use the protocol defined in EN
50463-4:2017 to send the energy metering data to
ground. Older EMSs can still use legacy protocols.
Each member state shall offer the service to collect the
data according to the new protocol. This is done with a
DCS. The EMS installed on trains running through different countries send all their data to one DCS.
The first part of settlement system focuses on validating the received data coming from the EMS (for example,
interpolating missing locations), allocating consumption
to country where consumption took place, and distributing data to the correct settlement
