with PF of 0.01 [1]. In the 2010s, E. Mohns developed a system
with the accuracy of 0.4% with PF of 0.01. Both voltage and
current sources are used in the system, and different PFs are
achieved by controlling the voltage and current signals from
the two sources [4]. Using control techniques to have the defined
current signal from the voltage signal has been realized
by G. Rietveld, and he developed a system with the accuracy
up to 0.25 % when PF is as low as 0.01 [5], [6].
National Institute of Metrology (NIM) China started the
research on system calibration for TLMSs since 2017 and
has developed a reference measurement standard with the
accuracy of 30 μW/VA, which is 0.3% with PF of 0.01. The performance
of the system was comparable to those developed by
the other leading National Metrology Institutes (NMIs) and
has been serving as the national reference for TLMS calibration
in China. More research work is undergoing, aiming to utilize
this system for in-situ calibration.

Reference System for TLMS Calibration
Phantom Power Source
A signal generator outputs two sinusoidal signals with the frequency
of one channel locked to the other channel. The phase
difference can be set to a value ranging from 0 to 2π. These
two waveforms are then amplified by power amplifiers and
stepped-up to 50 kV and 500 A, as shown in Fig. 3.
Schematic of the Reference System
During calibration, the test voltage and current are simultaneously
measured by the TLMS under test and the reference
system. The key issues of the reference system include developing
the voltage and current attenuation devices, measuring
the attenuated low voltage and current signals, correcting the
