3) a la fecha de la redacción de este artículo, el precio del
carbono se compone del precio del régimen de comercio de
derechos de emisión de la UE y la tarifa de apoyo al precio
del carbono, el segundo precio es establecido por el gobierno
británico y en gran medida incierto luego de la salida del
Reino Unido de la UE; y 4) actualmente se encuentra abierto
y sometido a un intenso debate un modelo de RAB para
la energía nuclear. Como muestran estos dos ejemplos, los
mecanismos no solo están descoordinados, ya que dependen
de diferentes instituciones en diferentes niveles jurisdiccionales, sino que también están extraordinariamente sujetos a
cambios inesperados.
Además, debido al impulso de objetivos de uso de FER
y reducción de CO2 y al aumento de los precios del gas en
algunas jurisdicciones (ciertamente no en los Estados Unidos tras la aparición del gas de esquisto), los gobiernos
empezaron a darse cuenta de que los precios minoristas no
iban a disminuir necesariamente como se esperaba al principio. De este modo, ya no se puede sostener la expectativa
inicial de que la interferencia política no iba a ser un factor.
Además, la incertidumbre vinculada con el proceso de toma

Hasta que se dejaron las decisiones de inversión a las tendencias del mercado y, ya que los errores de planificación
cometidos en los entornos regulados se pagaban con las tarifas de los consumidores, las empresas de servicios públicos
tuvieron incentivos escasos para tomar decisiones eficientes. No fue difícil encontrar casos de decisiones erróneas
de inversión en planificación con la regulación tradicional.
Entre algunos ejemplos, figura el plan de desarrollo nuclear
de España en la década de 1980, seguido más tarde de una
costosa moratoria impuesta por el gobierno (con un recargo
de tarifa del 25  % por 25 años), y los grandes proyectos
hidráulicos en países de América Latina que excedían sus
presupuestos y aumentaron drásticamente sus deudas públicas. Al mismo tiempo, como se mencionó anteriormente, las
empresas de servicios públicos no eran capaces de dejar de
consumir combustibles nacionales costosos e ineficientes
(como el carbón autóctono de minas subterráneas británicas
o españolas).
El supuesto objetivo clave de la desregulación del mercado era quitarles a los gobiernos las tomas de decisiones
en inversión y dárselas a los inversores de mercado. Esta es
una de las principales motivaciones del Banco Mundial y de
otros bancos de desarrollo en ciertos países en vías de desarrollo. Sin embargo, al mismo tiempo, algunos otros gobiernos en cuestión querían liberarse de la responsabilidad de
guiar la expansión de capacidad. Como se mencionó anteriormente, el gobierno británico a principios de la década de
1990 fue un buen ejemplo.
No obstante, este constructo terminó con la aparición de
iniciativas para descarbonizar la economía y el planeta. El
sector eléctrico es un elemento clave para lograr este objetivo. Los diseñadores de políticas han determinado que se
necesitan diferentes normas para alcanzar un objetivo de
descarbonización de orden superior.
Consideremos, por ejemplo, el caso en los Estados Unidos, que incluye mercados de energía a corto plazo interestatales complementados con 1) mercados de capacidad que
manejan varias tecnologías de manera diferente mientras las
metodologías para asignar créditos de capacidad responden
a diversos criterios, 2) estándares de cartera de energías
renovables a nivel estatal que fijan diferentes cupos para
diferentes tecnologías y plazos, 3) créditos fiscales de producción e inversión federal, 4) políticas estatales de medición y facturación neta que compensan la generación distribuida de diversas formas, 5) mandatos de almacenamiento
de energía en vigor en siete estados al mes de junio de 2020,
6) programas regulados para apoyar las inversiones en energía nuclear (por ejemplo, el Estándar de Energías Limpias
implementado en Nueva York), y 7) diferentes programas de
respuesta a la demanda ajenos al mercado.
En Europa, las cosas no son muy diferentes. Por ejemplo,
en Gran Bretaña: 1) se implementó un mercado de capacidad
pero posteriormente, en 2019, se suspendió tras la decisión
del Tribunal General de la UE; 2) las energías renovables
se financian a través de tarifas reguladas, un régimen de
