Type design approval fee amendments
The new regulations imposing fees on type design
approvals came into effect June 21, 2023. These new fees
have been discussed previously and have been implemented
in accordance with industry input. The biggest impact on
AEA members will be for STCs, RDAs, PMAs and TSOs.
The fees are based on an hourly rate of $105 per hour.
There is also a maximum number of hours that Transport
Canada can charge per year on a given project. Type
certificates have a total number of hours that can be
charged. STC approvals are based on a fixed cost that
covers an initial 300 hours of work up to a maximum
number of hours per certificate. As an example, the initial
issue of a type certificate can be charged up to 16,610
hours per year for a transport category aircraft. The
maximum number of hours reduces from there for other
aircraft types. The charge for an STC is initially $3,174
for up to 300 hours. The STC fee is the same for each
aircraft type, but the maximum number of hours that can
be charged reduces from the 4,680 hours for a transport
category aircraft. STCs issued by a delegate will only
be $550, but the maximum number of hours remains the
same if TCCA assistance is needed.
RDAs and PMAs are a fixed fee ranging from $955 to
$2,645 when issued by TCCA. Otherwise, an RDA issued
by a delegate is $151.
This change was necessary as the fees have not changed
since 1996. TCCA has committed to ensuring proper
training is provided to its staff and that guidance is issued
so it is clear what can be charged. There are many activities
TCCA conducts in its duties that an individual should not
be charged for, such as oversight. The guidance material
is in development and will be consulted. In the meantime,
TCCA is conducting training internally.

Publication of third MOC for eVTOLs
The European Union Aviation Safety Agency issued
special conditions for eVTOL aircraft in 2019 and has
since issued three means of compliance documents to
define the prescriptive design requirements for this class
of aircraft. The first two MOCs covered most areas of
the special condition with language that mixed the old
CS-23 approach and AMC style content. This third MOC
is strictly issued to manage propulsion battery thermal
runaway events.
EASA states clearly that a multilayered risk mitigation
approach is necessary to ensure the safety of propulsion
battery systems. This includes system monitoring,
system design and installation, safety analysis and
the thermal runaway protection. EASA proposes
prerequisites and two approaches to showing appropriate
thermal runaway management. The prerequisites include
meeting parts of DO-311, proper software/hardware
qualification and a system safety assessment.
One approach to managing thermal runaway is to
conduct the containment test in accordance with DO311.
The other is to carry out a cell characterization
process and demonstrate no propagation of thermal
runaway occurs to adjacent cells. Once this test is done,
a containment test must be accomplished considering
the characterization completed and ensuring 20% of the
battery system cells go into thermal runaway.
There was a lot of industry input into this MOC and
included objections and alternatives. EASA considered
all of the input and chose to issue the MOC as a starting
point, as there are many programs in need of it. It may
be overly cautious, but this guidance was issued as the
first step in the process of learning how to properly
manage propulsion battery systems.

and regulatory change
The Civil Aviation Safety Authority introduced a
new branch in the organization to tackle the coming
new innovative technologies in aviation that will
affect all sectors. The vision of advanced air mobility
is so broad that it affects everything from design
and pilot licensing to airport operations. There is
also sustainable aviation fuel, electric propulsion
and hydrogen propulsion on conventional aircraft
