represent key elements of this strategy. The EU has identified key infrastructure projects supporting the move toward
an IEM. Substantial change will come from investment in
these projects-called projects of common interest (PCIs)-
network codes implementation, the integration of demand-side
resources into ancillary services market design, the interface
with distribution system operators (DSOs), and guidelines
or legislation on local and large-scale energy storage. The
reduction of EU energy dependence is another objective
that requires diversification of supply options accompanied
by an optimization of energy network infrastructures to maximize the benefit from this diversification.
This must all be supported by investments in research and
innovation, including new technologies to optimize the management of the grid. These efforts will be coordinated through
the EC's Horizon 2020 Framework program for research and
innovation and the associated integrated road map. Faced with

a quickly changing energy landscape, ENTSO-E has established
an adaptive approach to product development to ensure it can
respond within shorter time frames.

Cooperation on Three Levels
Legal Mandates
The regulatory framework sets out the tasks of ENTSO-E
and the obligation for the TSOs to cooperate at the EU and
regional level and drives the development of many ENTSO-E
deliverables, including:
✔✔ network codes in a number of areas defined in the
regulation covering connection, system operation, and
market-related issues
✔✔ coordinated regional network development planning
and the biennial publication of a ten-year network
development plan (TYNDP)
