upper reservoir was located at
the top of a mountain range and
received no drainage, no spillway was constructed.
the sequence of events on the
morning of 14 december 2005
was pretty straightforward. as part
of normal operations, the units
began pumping water into the
upper reservoir in the late evening
of 13 december as system load
dropped off. Unit #1 began pumping
at 10:33 p.m. central standard time
(cst), and unit #2 began pumping at 11:13 p.m. cst. at 4:43 a.m.,
Unit #2 stopped pumping, and Unit
#1 stopped pumping at 5:16 a.m. a
post-mortem analysis indicated that
water began to overtop the dike at
4:55 a.m., and a breach formed at
5:16 a.m., right at the time Unit #1
stopped pumping (Figures 5 and 6).

action plan (eaP). (ironically, a
test of the eaP for the taum sauk
plant was scheduled for 14 decemUpper Reservoir
ber 2005.) the lower reservoir could
not contain all of the floodwater,
and some was released downstream
over the spillway, resulting in a 2-ft
water rise at lesterville. however,
the east Fork Black river remained
within its banks.
