Chapter 12-14 Converted Off-Road Motorcycle to Street Legal The Registrar may also require a motorcycle converted to "on-road" use to: * undergo a "Parts inspection" to ensure that replacement/conversion parts were properly acquired, and * undergo a check of the manufacturer's vehicle identification number (VIN) or require a state-assigned VIN to be issued, if necessary. 4. Formal Inspection Results Outweigh Preliminary Examination: The inspection regulations at 540 CMR 4.06 are far more specific in their detail and encompassing in their equipment/component installation and performance requirements than the RMV-s preliminary examination criteria. Note, however, that if a vehicle passes a preliminary examination it cannot be operated on a public way until registered. If it fails the required safety inspection after registration, the vehicle cannot be operated on a public way until the problem(s) causing the failure are corrected and the vehicle passes a required re-inspection. 5. Preliminary Examination: For purposes of the preliminary examination, the motorcycle must be fully equipped and ready to be operated on a public way (although the RMV Inspector will not test-ride the vehicle). The RMV inspector is not required to inspect every piece of equipment or component on the motorcycle that will be part of the safety inspection conducted at a licensed inspection station, but he/she will be looking for some or all of the following equipment to be installed and be in operating condition on any two or three wheel converted "off-road" motorcycle being presented for a preliminary examination. 6. Required Motorcycle Equipment/Components: * Brakes: Must be adequate to stop a motorcycle from a speed of 20 m.p.h. in not more than 19 feet.
