Chapter 9-7 Reinstating Your License Required Classes or Programs Drug or Alcohol Counselling and/or Education Program The RMV may require an operator to attend a drug or alcohol counseling and/or education program. The operator may attend any alcohol counseling and/or alcohol education program which has been approved by the Department of Public Health to fulfill this requirement. Search for an approved counseling/education program on the Massachusetts Substance Abuse Information and Education Helpline Website. The Operator must bring proof of enrollment or completion in a drug or alcohol counseling and/or education program to a RMV Hearing Officer during a reinstatement hearing. Youth Alcohol Program (YAP) Alcohol violators under the age of 21 will be required to attend a Youth Alcohol Program. The operator may attend any youth alcohol program approved by the Department of Public Health to fulfill this requirement.
