Chapter 1-7 Supporting Documents Insufficient Proof of Ownership - If a customer is unable to supply sufficient proof of ownership, the customer must follow these steps: 1. Contact the RMV Title Division 2. Attempt to Contact Previous Owner 3. Notarized Affidavit 4. Proof of Visual Inspection Establishing Ownership Customer must first contact the Title Review Officer in the Title Division, who will attempt to assist the customer in establishing proof of ownership If the customer is unable to provide sufficient proof of ownership, the customer will be required to attempt to contact the vehicle's previous owner via registered letter Customer must provide a notarized Affidavit of Facts stating the circumstances of obtaining the vehicle and the reasons for lack of ownership documentation. Customer must arrange for the vehicle to be inspected by a Massachusetts law enforcement officer.
