Chapter 9-5 Hearings Board of Appeal Pursuant to M.G.L. Ch. 26, s.8A, any decision by the RMV may be appealed to the Board of Appeal on Motor Vehicle Liability Policies and Bonds or, otherwise termed, the Board of Appeals. An operator should only appeal after he/she has been denied reinstatement or early relief by the Registrar. Filing for an appeal will not stay a suspension/revocation. Filing an Appeal To file an appeal with the Board of Appeals, an operator must complete an Appeal of a Ruling/Decision of the Registrar of Motor Vehicles Form and mail it with the applicable fee payment to the Division of Insurance.
